FRP's owner's manual recommends it for riders 13 and older and says a rider under 13 must ride under adult supervision. The load limit is 132 lb and the seat sits 23.6 inches off the ground, so go by your rider's size and experience, not age alone.

The FRP FX40 runs a 40cc 4-stroke engine with a pull start. Gas goes in the tank and oil stays in the engine, so there is no mixing. The maker lists 20 mph and about 15 miles on a 0.26 gallon tank. You get suspension at both ends, disc brakes front and rear, 10 inch off-road tires and an emergency kill switch, and at 59 lb one adult can load it.
